How to Regulate Online Gambling in the United States

Online Gambling

Unlike land-based gambling, online casinos allow players to play without the hassle of finding an actual location. In addition to offering a variety of games, they provide software to enter contests and place wagers. They also feature software to draft teams for fantasy sports. The latest technologies have helped developers create high-quality gambling games.

One of the most important things to understand about Internet gambling is that there are a variety of different laws governing it. While some European countries have banned gambling altogether, others have made it legal. In the U.S., there are six states where online casinos are legal. In addition, a number of other states have stricter regulations on the practice than others.

The best way to determine whether or not a particular state or territory has a legal gambling establishment is to examine the state’s own law. In California, for instance, the law governing casinos is the California Gambling Control Act. It defines a casino as a place where a player may wager money or other property, usually on the outcome of an event. Currently, there are several types of gambling activities that are legal in the state, including poker and roulette.

It’s hard to find a clear-cut answer to the question of how to regulate online gambling in the United States. While the law has evolved over time, some of the most common elements of the law have remained the same. For example, the statute prohibits accepting financial instruments from people who engage in illegal Internet bets. In addition, there are federal criminal statutes that are implicated when illegal gambling takes place over the Internet. However, due process arguments will usually be weakened when the parties involved are located in the United States.

The most comprehensive study of the subject, however, was published in December 2002 by the General Accounting Office, now the Government Accountability Office. The report was titled Internet Gambling: Overview of Issues. It outlined the most important issues facing the industry. Specifically, it noted that there were almost 3000 websites that provided at least one gambling activity. The citations listed in the report include a number of statutes, which will serve as a useful reference for those interested in understanding the regulatory climate of gambling in the U.S.

The United States has two cases on the court books that relate to the legality of gambling on the Internet. In United States v. Boyd, the 10th Circuit determined that the “act of transmitting information from New York via the Internet constitutes gambling activity in New York.” In United States v. Zizzo, the 7th Circuit determined that the “act of entering a bet on the Internet constitutes gambling activity in New York.”

The CRS Report RS21984 was a more detailed analysis of the best practices and innovations that should be considered in developing and deploying new online gambling technology. The report contains citations to various statutes and references to various states’ gambling laws.
